Arlington Police Chief Frederick Ryan Completes Program for Senior State and Local Executives at Harvard Kennedy School

Cambridge, MA – Frederick Ryan, Chief of Police in Arlington, Massachusetts, completed the Senior Executives in State and Local Government program on June 21, 2013.

This Executive Education curriculum, offered at Harvard University’s John F. Kennedy School of Government, focuses on the development of conceptual frameworks for addressing policy issues, explores the relationship between citizens and their government, and examines the ethical and professional responsibilities of leadership.

“We are proud of the leaders who attend our Executive Education programs. They are a dedicated group of professionals who are committed to working for the public good across various sectors of society,” said Harvard Kennedy School Dean David Ellwood. “We are confident that they will help create effective solutions to public challenges and inspire others with their ideas and their talent."

“This class of participants was a tremendously diverse group chosen through a highly competitive application process,” said David King, Program Faculty Chair.

“The Senior Executives in State and Local Government program is an intensive and challenging program. We use the range of geographic, political, and cross-sector perspectives in the class to encourage participants to stretch beyond the boundaries of their everyday work environments and form networks of lasting friendships and professional connections.”

“I’m honored to have been selected to attend this highly sought after program and to have been given the opportunity to study alongside some of government’s most respected leaders,” said Chief Frederick Ryan.

Harvard Kennedy School maintains an abiding commitment to advancing the public interest by training skilled, exceptional leaders and solving public problems through world-class scholarship and active engagement with practitioners and decision makers. The school offers the depth, reflection, insight, and excellence of ideas and teaching that can shape future leaders, affect public policies, and make an impact on people and their daily lives.

It is that time of year again where many people both young and old put on their best costumes and head out to celebrate Halloween. To ensure that this Halloween is a day and evening of fun-filled joy, the Arlington Police Department would like to offer residents a few tips on how to celebrate safely.
Have a Safe and Happy Halloween!
Proactive & Proud

Trick-or-Treaters & Parents
*Wear a costume that makes it easy to walk, see, & be seen.
*Carry a flashlight & use reflective material or a glow light stick with all costumes.
*Always use sidewalks when available.
*Establish rules with older children that are not accompanied by an adult.
*Always cross at corners or crosswalks.
*An adult should always accompany smaller children.
*Outside lights are usually a sign that trick-or-treaters are welcome. Never enter any home unless it’s a family member or a friend.
*Adults should inspect all treats prior to eating them.

Halloween Drivers
*Be aware that there are many young children out for the evening, especially during the peak hours of 5:30-7:00 p.m.
*Be aware that young trick- or-treaters may dart out from between parked cars.
*Obey all traffic signals and signs.
*Do not drive a vehicle while wearing any sort of mask. Your visibility could be obscured.

As part of the Town’s continuing effort to improve transparency, we’ve been developing a new online tool that allows residents to view Town financial information and see how their tax dollars are spent. The Town invites residents to see Arlington Visual Budget (AVB) in action at this year’s Town Day on Saturday, September 21 from 11 a.m. to 2 p.m. in the Town Hall Auditorium. Members of the development team will be on hand to introduce AVB and to give you an opportunity to test the new interactive, online tool.

AVB is a fresh way to view Arlington’s financial information. The tool is intended to provide the public with a visual representation of the Town’s financial history and outlook, as well as illustrate key trends. AVB allows users to dive into the budget like never before using graphics to more easily understand how tax dollars are spent. The Town plans to launch the feature later this year.

At Top Secret Chefs we offer a wonderful environment where your child can build a foundation that will open the doors to a lifetime of learning. Children will learn a wide range of skills probably without even knowing it. Cooking is a process that has a beginning and an ending and the great thing about the ending is that the kids can have a great meal that they cooked hands-on. Cooking is all about math, science, geography, reading, health, nutrition, and history along with the ability to problem solve, and develop both social and fine motor skills. Just look at a few of the individual skills: counting, vocabulary, shapes, food groups, experimenting, weighing, fractions, culture, family history, sorting, chemical reactions, responsibility, team work, safety, sequencing, creativity, sensory aptitudes, healthy eating, sharing, pouring, chopping, mixing, etc. There is no other activity that a child can learn as much in such a short period of time. The 6-session program for ages 6-11 begins Saturday, Nov. 1, time TBA at the
Recreation Dept. for Grades 1–5.

Long Term Care: What Is Your Plan?

The good news is that people are living longer. But living a long life doesn’t guarantee that it’ll be a perfectly healthy one. At least 70% of people over age 65 will require some long-term care services at some point in their lives. (See www.longtermcare.gov.) If you need care, the question is how will caring for you impact your family and your retirement savings? A well-thought out plan for addressing the need for care is essential to the physical, emotional, and financial needs of you and your family.  The one-night class will cover long-term care risks and consequences, the different options, and

the advantages and disadvantages of the combined life insurance and long term care insurance policies. Products will not be discussed. The class is held Wednesday, Nov. 6, 7:30-9:30 pm, at Winchester High School.

Arlington Community Education’s Fall Speaker Series Features DJ and Author Carter Alan Discussing the Rise and Fall of WBCN

Arlington High School, 869 Massachusetts Ave
ARLINGTON, MA – On Wednesday, October 16, at 7:30pm, author and long-time Boston disc jockey Carter Alan comes to Arlington Community Education’s Conversations series to discuss his new book, Radio Free Boston: The Rise and Fall of WBCN. This event will take place in the media center at Arlington High School, 869 Massachusetts Ave, and will be moderated by music critic Tim Riley. There will be ample time for questions from the audience. Copies of Radio Free Boston will be available for purchase.
A DJ at WBCN from 1979 until 1998, Mr Alan is also the author of several previous books, including Outside is America and The Road to Pop, both about the band U2. Now a music director at WZLX, Mr Alan hosts the mid-day show and “Sunday Morning Blues”.
Blaring the Cream anthem “I Feel Free,” WBCN went on the air in March 1968 as an experiment on the fledgling FM radio band. It broadcast its final song, Pink Floyd’s “Shine on You Crazy Diamond,” in August 2009. In between, WBCN both pioneered and defined progressive rock radio, sustaining a vibrant music scene that launched such artists as the J. Geils Band, Aerosmith, James Taylor, Boston, The Cars, and The Dropkick Murphys. Radio Free Boston is the story of a city in tumult, of artistic freedom, of music and politics and identity, and of the cultural, technological, and financial forces that killed rock radio.
Other events in the series:
October 2, 7:30pm. Bestselling author Larry Tye discusses his most recent book, Superman: The High- Flying History of America’s Most Enduring Hero, with Teresa Hanafin of the Boston Globe.
October 23, 7:30pm. MIT Professor (emeritus) Robert McKersie discusses his new memoir A Decisive Decade: An Insider’s View of the Chicago Civil Rights Movement with former Arlington High School principal Charles Skidmore.
November 12, 7:30pm. Bestselling author Tom Perrotta discusses Nine Inches, his new collection of short stories, with Fortune editor-at-large David Whitford.
The events in this series are co-sponsored by the Arlington Advocate and Robbins Library. The Arlington Human Rights Commission is an additional co-sponsor of the October 23 event. Admission is $10 for Tom Perrotta’s appearance, $5 for all others. Pre-registration is available at www.ArlingtonCommunityEd.org or by calling 781 316-3568. Walk-ins are welcome as space permits. Media are invited to attend these events free of charge.

Gun Buyback at Arlington Town Yard

51 Grove Street Saturday, September 28,10:00 a.m. to 3:00 p.m.

In the wake of another gun related tragedy and increasing gun violence nationwide four Arlington churches have joined with the Arlington Police Department to announce a joint Gun Buyback event for Saturday, September 28, 2013 from 10:00 a.m. to 3:00 p.m. at the Arlington Town Yard at 51 Grove Street. (Rain date: October 5).

The churches, which include Calvary Church United Methodist, Park Avenue Congregational Church United Church of Christ, Trinity Baptist Church and First Parish Unitarian Universalist came together at the suggestion of Calvary member Bob Baker who says he was moved to provide a safe way to get guns off the streets “so they wouldn’t fall into the wrong hands or be used impulsively by people who shouldn’t have access to guns.” Arlington Chief of Police Fred Ryan says, “There are many excess, unwanted firearms in attics and basements around Arlington. They may have been left by our deceased family members or others to people who do not want them around. The buyback event provides the answer to the question, ‘How do we safely dispose of these unwanted guns?'” Arlington Attorney Gene Lucarelli also welcomes the event, adding that he often has inquiries from funeral directors about what families can do with the service weapons and souvenirs that deceased family members have left in their homes.

Crucial to the program is the “No questions asked! No identification required!” policy. Amnesty will be extended for gun law violations for Arlington residents traveling to the event between 9:30 a.m. and 3:00 p.m. on September 28, 2013. Firearms must be brought to the event with empty chambers, clips or magazines unattached, safeties on and in a carrying case, box or other container. Police Officers will be on hand to accept any and all hand guns, rifles, shotguns, bb guns and air guns, working or non-working, antique or modern, registered or not, and ammunition for safe storage and disposal.

Those who bring in firearms will receive gift cards to local grocery stores.

The program has been met with an outpouring of local and national support. In a letter to Arlington business owners seeking support towards the $20,000 needed to purchase the gift cards, ArtBeat owner Jan Whitted wrote, “We don't often think of Arlington as a gun-totin' town, but the fact is that there are firearms in many homes that are not wanted and pose potential risk of lethal accidents.” Several businesses and individuals have already stepped forward with support. The committee invites others to participate by sending donations by check or money order payable to Calvary Church - Gun Buyback Program or online via PayPal at arlingtongunbuyback.org.

State Representative David M. Rogers of Cambridge applauds the program, saying "As we confront the scourge of gun violence, we must summon both courage and creativity. The Arlington Resident Gun Buyback Program is a great example of creative community activism and I applaud the Arlington police and the many fine organizations that are making this important event possible." His sentiments are echoed by colleague State Senator William N. Brownsberger, “Every gun has the potential to cause harm. Gun buyback programs are a sound way to remove hazards from the community.”

Kathy Mayer, a parent from Newtown, Connecticut, contacted the committee to show her support,

saying “No one ever thinks the unthinkable will happen to them, until one day, when it does. Gun buyback programs like the ambitious effort in Arlington may indeed stop just one family from the pain that affects so many from gun violence. From the bottom of my Newtown heart, I thank you for your efforts to use your collective voices and action to create change, so that perhaps you will never know our pain."

According to Arlington Police Sergeant Sean Kiernan, who has been working with the organizing committee, calls to the APD's safe handling phone line have more than doubled since the announcement of the Gun Buyback Program.

Recent “Overnight” Motor Vehicle Breaks in Arlington

By William Tauro

Recently the Arlington Police have responded to a growing number of “Overnight” (11:00pm-6:00am) motor vehicle breaks where vehicles have been entered and property has been stolen. Many of these cases appear to be a crime of opportunity as the MV’s involved were unlocked at the time. The APD Patrol Division and Criminal Investigations Bureau are working together to try and solve these crimes and prevent future incidents.
We are asking that residents take the following steps to help prevent future crimes like this from happening:
Please promptly report suspicious activity in your neighborhood to police using 911
Lock your vehicles at all times (when home and when out)
Activate your vehicle alarm system when unattended
Never leave valuables in your vehicle
Secure all electronic and charging devices so that they cannot be seen from outside vehicle
When possible make use of motion sensor lighting
Keep bushes and trees trimmed near parking areas as hiding spaces for would be thieves make a target more inviting

By William Tauro

The NEMLEC Dive Team will be in Arlington on Thursday August 29 between 8-8:30 AM. The purpose is to conduct a search of Spy Pond for a shot gun which allegedly threw into the water inconnection with a past incident.

This expands the search area for the weapon. The State Police Dive Team had previously searched the Mystic River a couple of months ago. This added info was developed by APD Inspectors working the investigation. The area to be searched is the water near the Hamilton Road Condos.

Arlington Police Department Graduates Five From Transit Police Academy

Arlington (MA) - Arlington Police Chief, Fredrick Ryan, is pleased to announce the addition of five new Police Officers to the Arlington Police Department. Police Off...icers John Costa, Robert Smith, Alexander Stotik, Jessica Scearbo and Thomas Kelly graduated from the Transit Police Academy, on Friday July 19, 2013. The new officers then took their “Oath of Office” before Arlington Town Clerk, Stephanie Lucarelli on Monday July 22, 2013.
The five officers are all Arlington residents who were selected after an intensive background check and interview process. They then attended and successfully completed the 31st MPOC Transit Police Academy in Quincy, MA. The academy is a rigorous 27 week program that challenged them both physically and mentally culminating in graduation at Faneuil Hall in Boston on Friday July 19.
During the academy the officers spent hundreds of hours in the classroom where they were studied areas within the police sciences such as criminal and constitutional law, community policing concepts, domestic violence, motor vehicle law and proper use of force. The officers also received demanding hands on instruction in (EVOC) defensive driving techniques, applied patrol procedures and weapons training.
“We are proud that our new officers represented Arlington professionally while at the academy,” said Chief Frederick Ryan. “We’re grateful that we have finally filled these vacancies that resulted from retirements.”
The Academy, however, was only the first part of their training as they will now participate in the Arlington Police Department’s Police Officer Training Program. This 12 week program will concentrate on Arlington specific issues with a heavy concentration on Community Policing and Problem Solving. They will be evaluated on the knowledge and tactics they learned in the Academy by veteran Arlington Officers who are certified Police Training Officers (PTOs). After all of the officers have satisfactorily completed this program they will be assigned to their specific duties as an Arlington Police Officer.

DEPARTMENT OF HEALTH AND HUMAN SERVICESOFFICE OF THE BOARD OF HEALTH Town of Arlington 27 Maple StreetArlington, Massachusetts 02476Christine Connolly Bongiorno, MPH                                                                                                  Tel: 781 316-3170Director of Health and Human Services                                                                                                              Fax: 781 316-3175 Arlington Health Department Asks Residents to Prevent Mosquitoes DATE: June 27, 2013CONTACT:  Christine Connolly Bongiorno, Director of Health and Human ServicesTELEPHONE: 781-316-3170  ARLINGTON, MA- The Arlington Health Department urges residents to take action now to prevent the breeding of mosquitoes that carry disease. Mosquito-Proof Your Home

  • Drain Standing Water. Mosquitoes lay their eggs in standing water. Limit the number of places around your home for mosquitoes to breed by either draining or discarding items that hold water. Check rain gutters and drains. Empty any unused flowerpots and wading pools, and change water in birdbaths frequently.
  • Install or Repair Screens. Keep mosquitoes outside by having tightly-fitting screens on all of your windows and doors.
 Avoid Mosquito Bites
  • Apply Insect Repellent when Outdoors. Use a repellent with DEET (N, N-diethyl-m-toluamide), permethrin, picaridin (KBR 3023), oil of lemon eucalyptus [p-methane 3, 8-diol (PMD)] or IR3535 according to the instructions on the product label. DEET products should not be used on infants under two months of age and should be used in concentrations of 30% or less on older children. Oil of lemon eucalyptus should not be used on children under three years of age.
  • Be Aware of Peak Mosquito Hours. The hours from dusk to dawn are peak biting times for many mosquitoes. Consider rescheduling outdoor activities that occur during evening or early morning.
  • Clothing Can Help Reduce Mosquito Bites. Wearing long-sleeves, long pants and socks when outdoors will help keep mosquitoes away from your skin.
In past years, mosquitoes in Arlington have tested positive for West Nile Virus (WNV). WNV is most commonly transmitted to humans by the bite of a mosquito infected with the virus.  While WNV can infect people of all ages, people over the age of 50 are at higher risk for severe infection. The Town of Arlington works to prevent the breeding of mosquitoes by treating all storm water catch basins in town, treating wetland areas and working with property owners to remove large sources of standing water such as abandoned swimming pools.

Your Town Your Future: Next Step

Vision & Goals

Your Town Your Future: a Master Plan for Arlington will guide our community’s development, preservation, conservation and facilities over the next twenty years.

In June, over 200 people participated in workshops for Your Town Your Future and approximately 1,200 people responded to a survey based on the October 2012 forum results. To date, over 50 community stakeholders, such as business owners, elected officials and Town leaders, have been interviewed. The Master Plan Advisory Committee and the Town would like to thank everyone who has participated so far in Your Town Your Future: a master plan for Arlington.

Next, the Master Plan Advisory Committee (MPAC) will develop broad goals for land use, housing, transportation, economic development, facilities, natural and cultural resources, open space and recreation. Interested members of the public are welcome to attend and participate in the following sessions.

Schedule of work sessions on the draft goals:

Element Date/time Location

The MPAC will continue to meet over the summer and working with the Planning Department and consultant, produce a vision and goals statement in the fall. At that time, the statement along with next steps for the Master Plan process will be published. The MPAC meetings are also open to the public.
